The Department of Defense has authority under the Defense Priorities and Allocations System (DPAS) (15 CFR 700) to place industrial priority ratings on its contracts. … In accordance with DoD 4400.1-M, Department of Defense Priorities and Allocations Manual, DO ratings are placed on the vast majority of DoD contracts.

    15 CFR 700.3 Priority ratings and rated orders. (d) Persons who receive rated orders must in turn place rated orders with their suppliers for the items they need to fill the orders.

    15 CFR 700.7 Compliance. (a) Compliance with the provisions of this regulation and official actions is required by the Defense Production Act and the Selective Service Act and related statutes. Violators are subject to criminal penalties. (b) Any person who places or receives a rated order should be thoroughly familiar with, and must comply with, the provisions of this regulation.

    (a) The appropriate priority rating…

U.S. Army - Surface Deployment and Distribution Command (SDDC).

Standards for passenger rail service must comply with the SDDC Military Rail Agreement (MRA). The currently approved carrier is AMTRAK. Chapter 105, Rail Transportation, of the Defense Transportation Regulation, Part 1, Passenger Movements, provides information on rail movements in accordance with DOD regulations. AMTRAK provides rail transportation to military members and DOD civilian employees as determined by the Transportation Officer (reference JFTR U3135, JTR C2203).

    See Page 11 of 13, Paragraph 2: X-'~ Supervisory Responsibility - AMTRAK personnel will supervise and load baggage and military impedimenta in either baggage cars or in appropriate space in passenger cars. AMTRAK personnel will ensure that loading will not endanger the safety of passenger, cause damage to baggage or military impedimenta, or to AMTRAK equipment.
