D. Legal Regulations - Defense Priorities and Allocations System, 15 C.F.R. § 700.12:

    AIT's patented flashlights are purchased by DPAS rated orders. A rated order is a prime contract, subcontract, or purchase order issued in support of an approved national defense... program, and which requires preferential treatment in accordance with the provisions of the DPAS. An unrated order is synonymous with commercial order. (Ratings = DO-xx or DX-xx)

    A rated order must contain a statement that reads in substance:

      This is a rated order certified for national defense use, and you are required to follow all the provisions or the Defense Priorities and Allocations System regulation (15 CFR 700).
