In the late 80's, a Shepard's/McGraw-Hill trade newsletter for large defense contractors, referred to Mr. Ballew as a "...materials expert..." in an article about "...high tech engine(s)...", multinational defense contractors and national defense contracts, inspection and quality control compliance.
A Prime Contractor's Comptroller summed it up when he stated, "He was the contract administrator ...He came in and did a tremendous amount of work against the contract. He was the most knowledgeable there was. ...I interfaced with him considerably when I needed questions asked to evaluate impacts or to write letters that I had to respond to, to the (government agency.) We interacted on the DPAS (national defense contract ratings, supply and contract performance regulations under the Defense Priorities and Allocations System.)"

  • In the early 90's, a United States Government agency's press release stated that "...(agency) officials praised Mr. Ballew for helping to improve the efficiency in (the agency's) operations".

  • A Dallas newspaper quoted a United States Government agency's spokesman in Washington, D.C., as explaining "...we probably saved some lives because of the maintenance program we adopted when we became aware of the problems (identified by Mr. Ballew)."

  • The Fort Worth Star-Telegram quoted a government spokesman in Washington, D.C. as stating that "Mr. Ballew's help will save the (government agency) as much as $60 million."

Reuters News Agency, in the early 1990's, reported that Mr. Ballew, a United States Citizen, was purchasing manager for a foreign owned, multinational defense industry prime contractor that subcontracted helicopter engine manufacture to a U.S. company. Reuters also explained that Mr. Ballew's personal investigation and analysis initiated and resulted in the correction of design and manufacturing defects of faulty helicopter engines used in the U.S. Government agency's war on drugs. Reuters reported that a U.S. Government agency uses the helicopter on its sea-going vessels to intercept drug smugglers' airplanes and ships and for air-and-sea rescue.
In a glowing editorial column, Electronic Buyer's News quoted a career attorney who stated that Mr. Ballew was "just an ethical guy". The EBN "Viewpoint" editorial commentary went on to state "Unfortunately, we suspect that people will remember the outrageous shenanigans of the (certain unethical corporate) purchasers --- which made the front page of The Wall Street Journal - and forget Mr. Ballew."

Specific:

The Wall Street Journal and USA Today newspapers confirmed the Mr. Ballew was the driving force behind a world-wide field investigation and design correction of the faulty engines involved and used in the a Government agency's primary drug interdiction and rescue helicopters.
Mr. Ballew's continuing, personal investigation and analysis of both (1) an engine manufacturer and (2) the government agency, proved that the engines were lasting only about "255 hours of flight time between overhauls." He proved that they were requiring 9 more additional overhauls, at $58,000.00 each of taxpayer's dollars, for every single time cycle."
Mr. Ballew's investigation located, identified and secured internal government documentation that engines were guaranteed to last 2,400 hours of flight time between overhauls. Government agency's internal documents and statements and public press releases stated, for some unknown reason, that their records indicated that the engines "...lasted less than 600 hours."
Mr. Ballew, to the Government's surprise, then produced a copy of a government agency's internal report that stated the true life as "255 hours of flight time between overhauls." The embarrassed Government agency has now stated that the prime-contractor and the sub-contractor have agreed to correct the problem as a result, in part, of Mr. Ballew's investigation. Neither the Government agency, nor the DOJ, have ever explained why they reported one set of facts to the general public and the Courts while their own internal formal "Settlement Analysis" report clearly states the truth, which seems to be a different set of facts. Mr. Ballew is still researching, investigating, and trying to correct this, today!
